European Parliament Committees

23 years ago, I was following the attempt by the patent industry to impose software patents in Europe via a European Directive.

After facing public outrage, Big companies asked the European Parliament to reject the directive, and better push for a Central Patent Court instead. This has not taken the form of the Unified Patent Court (UPC), which has the last word over software patents in the EU, as the exception for computer programs lies in International Law (the European Patent Convention (EPC)) and not in EU law.

In the context of the review of the IPRED directive, the Legal Affairs Committee has invited 'experts' to discuss issues related to enforcement of patents, and the UPC in particular.

Back in the days, I complained that was no written transcript available of what is happening in the Committees, like the Legal Affairs Committee (JURI). I had to go physically to those meetings in Brussels in the European Parliament with a personal recorder device, connect the jack to the headphone plug, and record the audio of the meeting in order to have a trace of what was said. I then uploaded those recordings to FFII's media.ffii.org server, which vanished because the treasurer considered this server 'legacy'. Since there was no backup, most of those files are gone, maybe some files are recoverable via archive.org.

There are now some video recordings of those committee meetings, which are available on the european parliament website.

Since then, the power of those committees increased, as there is a higher probability that was is adopted by those committees is being adopted by the whole parliament.

Problems

While the video recordings and streamings are available, this is a heavy way to document parliamentary activity:

1. searchability: since no written transcript is available, it makes it hard for search engines to find content;
2. downloadablity: the european parliament made a complex form to make it hard to download video recordings;
3. obstacle for deaf people: since no written transcript is available, a video is not accessible to deaf people.

In comparison, everything that is being said in the Federal Parliament of Belgium is available in the form of written transcripts (both in Dutch and French).

Downloading video

The European Parliament services made it hard to download video files via an horrible webform, which promise to send you a cut of the video (you have to specify the start and end timestamps) with a link via email.

As an Android Termux user, I quickly gave a shot to see if the wonderful command line tool yt-dlp (which supports many video websites) could help, and it did, but not without any patching and hacking involved.

Dear colleagues, before we proceed with our agenda today, I would like to share with you
the sad news of passing of our former colleague and esteemed predecessor, Giuseppe Gargani,
who chaired the Committee on Legal Affairs between 2002 and 2009. Mr. Gargani led jury
during a period in which foundational legislative files that continued to shape our union today
were adopted from intellectual property, a new company wall to judicial cooperation
in civil and commercial matters, and a statute for members of the European Parliament. On
behalf of the Committee on Legal Affairs, I extend our deepest condolences to those
closest to him with honor of his legacy and his lasting contribution to the EUO.
And now I continue with the agenda. If there are no objections to the proposed agenda,
I consider the agenda adopted. Perhaps we do a small swap between 0.6 and 0.7, we take
first 0.7 and then we go back to 0.6. Interpreters for the following languages are present today,
German, English, French, Italian, Dutch, Spanish, Stony, Lithuanian, Polish, Bulgaria, Romanian,
and Slovenia will be available in the morning between 9.30 and 12, and the Greek only in
the afternoon from 3 to 6.30. Item three, decisions for coordinators at their meeting
on turn of June, the coordinators decided first to appoint one of voters as a reporter
for the report on amendments to the decisions of the European Parliament of 26th of September
2005, adopting the status for members of the European Parliament regarding proxy voting to appoint
Daniel Jolymas as a reporter for the report on the way of the immunity of Afro-Diti, Latino
Popo, David Korman as a reporter for the report on the way of the immunity of Thomas Deutsch
and Mario Forore as a reporter for the report on the way of the immunity of Mario Kaminski.
Third, to appoint the following standing rapporteurs for a period of July, December, 2026, legal
basis, Maravila's Abadiya Hoffer, subsidiarity will be for S&D and name will be communicated
at later stage, contentious matters, Adriam Vasquez, Vazara and codifications and recasts
will be for PAV group and the name will be communicated also at later stage.
Fourth, to request the authorization of an own initiative report on the application
and intellectual property rights enforcement directive, well known as IPRET fifth, to mandate
the change, his capacity of standing rapporteurs on budget to table budgetary amendments
on the budget of the Court of Justice and to table the PPAs and draws by Julia at its
meeting on 23rd of March at this year as budgetary amendments on behalf of a jury committee.
Sixth, to organize an exchange of views in Julia with representatives of the European
Commission for Democracy through Wall, your Venice Commission of the Council of Europe
regarding the updated rule of law checklist.
